FIFA then publishes the seedings and pots based on:

Step Two: Hosts Get Pre-Assigned Before Anything Else

Step Five: Drawing Pots 3 and 4

Same process repeats for Pot 3 and then Pot 4. One ball at a time. Confederation checks running continuously. Invalid group destinations skipped automatically.
