Step One: Finalizing the Field and Pots

Before the ceremony starts FIFA needs the full picture of who's in and which pot they belong to.

The 46 or 48 participating teams are confirmed, except for a few placeholders if inter-confederation or UEFA playoffs are still pending at draw time.

Step Two: Hosts Get Pre-Assigned Before Anything Else

The three host nations don't get drawn. They get placed.

Before the ceremony officially starts:

• Mexico goes to Group A, position 1
• Canada goes to Group B, position 1
• USA goes to Group D, position 1

Done. Those three groups already have their top seeds. The remaining nine Pot 1 spots will fill Groups C, E, F, G, H, I, J, K, and L through the actual draw.

Step Three: Drawing Pot 1

After the hosts are placed a presenter draws each remaining Pot 1 ball and assigns the team to the next available group in alphabetical order. Groups C, E, F, and so on until all nine remaining Pot 1 slots are filled.

The bracket seeding rules for 2026 apply here. The four highest-ranked teams among the Pot 1 draw get allocated to different quadrants of the knockout bracket as they're placed into groups. Two UEFA teams per group is allowed. Three is not. One South American team per group is the limit. One African team per group. The computer checks every draw instantly and flags invalid placements before they happen.

Step Five: Drawing Pots 3 and 4

Same process repeats for Pot 3 and then Pot 4. One ball at a time. Confederation checks running continuously. Invalid group destinations skipped automatically.

Playoff placeholders get placed exactly like real teams. "IC Playoff Winner A" lands in a group just like any other draw. The actual nation filling that placeholder slot gets confirmed once the playoff results come in after the draw ceremony.
