What Actually Counts as Handball

Not every ball that hits an arm is a foul. The rule is more specific than that.

A player commits handball when:

  • They deliberately move their hand or arm toward the ball
  • Their arm is in a position that makes their body unnaturally bigger
  • They score or create a goal immediately after the ball touches their own hand or arm, even accidentally

That last point is the attacking handball clause and it's the one that hurts bettors the most. Accidental contact in the attacking phase still gets penalised if it directly leads to a goal or a chance.

One important detail on where the arm starts. Everything from the bottom of the armpit down counts as hand or arm. The upper shoulder is not handball. So a ball that hits the top of the shoulder and goes in is fine. A ball that hits just below the armpit is not.

These situations should not be penalised:

  • Ball hits the shoulder or top of the arm above the armpit
  • Ball strikes an arm in a natural position for that movement, like bracing a fall
  • Close-range shot where the defender had zero time to react and the arm is in a reasonable spot
  • Deflection that hits another body part first then the arm, with no attempt to gain advantage and the arm in a natural position

The key phrase is unnaturally bigger. If a defender's arm is tucked in and the ball hits it, that's usually not handball. If that same arm is outstretched and clearly blocking shooting lanes, that's a different story even if the contact looked accidental.

The Attacking Handball Clause: Stricter Rules for Attackers

Attackers get less benefit of the doubt. Full stop.

If the ball touches an attacker's hand or arm immediately before they score, the goal is disallowed. Doesn't matter if it was accidental. Doesn't matter if it was a tiny graze. If it happened right before the finish, the goal is gone.

  • Distance and speed: Did the player have any realistic chance to react?
  • Direction: Is the player clearly moving their hand or arm toward the ball?

Outside their penalty area, goalkeepers are treated exactly like any other player. They can be penalised for handball the same way an outfield player can.
