Two-phase selection process

Roster selection happens in two main stages separated by about three weeks.

Phase one: the provisional list. Each federation submits a preliminary squad of between 35 and 55 players to FIFA by May 11, 2026. This is the longlist. Not the final squad. Just the pool of players who are eligible to be selected.

What the final squad must contain

Final squad requirements:

  • Minimum 23 players
  • Maximum 26 players
  • At least 3 goalkeepers, no exceptions
  • No fixed requirements on the outfield player breakdown

Coaches have full flexibility on how many defenders, midfielders, and forwards they include within the 23 to 26 player window. The only non-negotiable is three goalkeepers.

Training camp call-ups beyond the final 26

Teams can bring additional players to pre-tournament training camps beyond the confirmed final squad.

Up to nine extra players may join the training camp from the provisional list. These players train with the squad, participate in preparation, and provide cover if anyone picks up a knock before the tournament officially starts.

Crucially, these extra camp players cannot play in any tournament match unless they are formally registered as injury replacements through FIFA's approval process. They're essentially a standby group. Available but not official until FIFA says so.
